Recovering a stalled digital services programme
A citizen-facing digital programme rated Red at gateway review was reset, re-planned and brought back to a confident Green — launching to 2.4 million users.
The programme had missed two major milestones and lost the confidence of its senior responsible owner. We ran a four-week independent health check, rebuilt the integrated plan around a minimum viable service, and introduced a lean governance model with clear decision rights.
Within six months the programme regained its Green rating and went on to launch on schedule.
